remove NIP-88 polls temporarily.
due to some crazy fight happening at https://github.com/nostr-protocol/nips/pull/1501 I'm removing this until people can become more reasonable.

Poll Types can be configured in the settings object of the poll, the setting dictates how multiple response tags are handled in the `kind:30068` event.
